The journey of writing this book has been inspired by the remarkable resilience and ingenuity of the 70 lakh women in Odisha who, through the Self-Help Group (SHG) movement, have transformed rural economies and redefined the contours of empowerment. Spanning 6 lakh SHGs, these women have built Small and Medium Enterprises (SMEs) that generate significant economic activity annually and employ over 320,000 individuals, weaving a tapestry of economic vitality, social change, and environmental sustainability across sectors like handicrafts, food processing, textiles, agriculture, and services. This book, Empowering Rural Transformation through Women-led SMEs in Odisha, seeks to illuminate their stories, challenges, and triumphs while offering a roadmap for sustainable development that resonates far beyond the state’s borders.

Odisha’s SHG movement, bolstered by government initiatives, NGOs, cooperatives, and corporate CSR programs, represents a powerful model of collective action. From the coastal districts of Puri and Khordha, where many SHGs leverage technology to boost revenues, to the tribal heartlands of Koraput and Mayurbhanj, where women navigate cultural and resource barriers to sustain enterprises, this movement embodies the transformative potential of women’s agency. This book explores how women-led SMEs are reshaping rural Odisha through technology, sector-specific value chains, supportive policies, and climate-adaptive practices.

The motivation for this work stems from a deep belief in the power of grassroots innovation to address systemic challenges. The book delves into the economic contributions of SMEs, the social empowerment of women leading community change, and the environmental strides made through sustainable practices like organic farming and eco-friendly production. Yet, it also acknowledges the persistent hurdles—low literacy, infrastructure gaps, and cultural constraintsthat limit progress in regions like Koraput. By synthesizing empirical evidence, case studies like the Maa Mangala SHG in Puri, and scalable solutions piloted across districts, this book aims to provide actionable insights for policymakers, practitioners, and communities.

This work is intended for a diverse audience: policymakers seeking to strengthen rural economies, development practitioners working with women’s collectives, researchers exploring gender and economic empowerment, and grassroots leaders driving change. It also speaks to global audiences, as Odisha’s model offers replicable strategies for regions like Bihar, Rajasthan, or Sub-Saharan Africa, where rural women face similar challenges. Through chapters that analyze technology adoption, value chain development, policy frameworks, climate resilience, and collective action, this book underscores the potential of women-led SMEs to not only transform local economies but also serve as a global blueprint for inclusive, sustainable development.

I am deeply grateful to the women of Odisha’s SHGs, whose courage and innovation are the heart of this book. Their stories of perseverance—whether scaling enterprises in coastal markets or overcoming resource scarcity in tribal areas—have shaped its narrative. I also extend my gratitude to the researchers, organizations, and government bodies whose data and insights have grounded this work in evidence. This book is a tribute to their collective vision and a call to action for building a future where women’s entrepreneurship drives equitable progress.

As we stand at the cusp of a new era of rural transformation, this book invites readers to engage with the dynamic interplay of empowerment, innovation, and resilience. May it inspire continued efforts to amplify women’s voices and foster sustainable ecosystems that uplift communities worldwide.
