Sri Dutta was born at Nalbari a district level town in Assam in the year 1946. He did his schooling in Pathsala a small town in Assam. After his graduation in Engineering he obtained his master degree in Engineering from IIT, Kharagpur. After a brief period of serving as lecturer in Assam Engineering College, Guwahati. Sri Dutta entered into the Industries department under Government of Assam. He subsequently was selected in the Indian Administrative Service and had served the state government in various senior level postings. Sri Dutta retired from the post of Commissioner and Secretary to the Government of Assam, in the year 2006. Sri Dutta has already authored several books in Assamese and also one novel in English. He has widely travelled and has written two volumes of book containing the travel articles. Sri Dutta has translated three novels and two short story books written by world famous writers into Assamese.
