The time has gone when the human resource considered merely a tool for getting the desired outcome in return of which they would be paid for the same. Employers were not too much concern with other needs of the employees which related to their personal and skill development and welfare. In recent years, employers have started realizing that the human resource is equally important as other resources required for fast and smooth growth of all types of industry and service sectors. The new era of human resource development (HRD) has become very vibrant and dynamic and is speaking in terms of technological development and management system. The concept of HRD is talking about the overall development of employees and has a deep concern with their domestic and professional needs and welfare. 

The policies related to top management attention towards the needs of employees creates a favorable climate within the organization. These policies support thorough development of human resource which helps a sustainable development of the organization and subsequently the country. The Human Resource Development climate is not new to India. History reveals that India had the system which was focused on training and development of people through various types of institutions like Ashrams and joint families, etc. But India had started in talking professionally about HRD around 30-35 years back when some professionally managed private and public sector have taken the initiatives for adopting new HRD techniques and processes. 

Not much work has done in the area of HRD climate. Therefore, there is a greater scope lies to explore the existence of HRD climate within the organizations. The present study attempts to fulfill this objective through comparison of the HRD climate in engineering and management institutes and by measuring the perception of the employees about the type of HRD climate prevails in both types of institutes.
